How do I replace the power steering pump pulley on a 96 Toyota Tacoma?

I need to replace the power steering pump belt on my 1996 Tacoma (4 cyl, 2.7L 4x4). I realized that the problem is the pulley that is mounted to the power steering pump. The previous owner must have removed the bolt that holds the pulley to the pump and over-torqued it when he replaced it. The bolt turns, but I can't loosen or tighten it, and the pulley is very loose. The pump works fine and I have the new belt ready to go on, so I'd rather not take it to the shop for something so small, but I can't seem to get the bolt out of there. Any help would be greatly appreciated.
