Will a 700x28 Bike Tire fit a 700x23 Inner tube ? please read detail?

ok so i put a 700x23 inner tube inside a 700x28 tire and it fits great on the rim but i was wondering will this effect/damage my inner tube or rim ? please help

Tubes fit more than one size. Most of my road tubes are 700x19-26. Putting that tube on a 28 mm tire isn't ideal, but then you are hardly beyond the spec. It will probably be OK. Buy a correctly sized tube and keep it handhy.

It wont hurt anything but it may be easier to get a flat because the tube is stretch more then normal.
