This just started happening recently, when I watch Netflix on my laptop, the video gets very choppy and when I look at the cpu gadget on my desktop the clock speed reads 785mHz compared to the usual 2535mHz and both cores are working at 100%. Also, it stay at 785mHz and 100% for a long time after I close Firefox and any other open program.
The only change I've made to the system before the problem started occurring is I bought a cheap USB cooling pad, but I doubt that could effect the processor. I did however get a power warning when starting the PC with the pad plugged in.
