Whats this anime called?

i want to buy it but i cant remember what its called. i cant remember the name of any of the characters. anyway bits i remember a group of friends always hang out in the library and this guy meets a girl there who is always reading, and tries to cut some of the book up.

there is also another girl who is the leader of 2 gangs in the city and in one of the eps the 2 gangs get together to fight, but the girls friend and a guy from one of the gangs end up fighting and the kid gets beaten up.
