What should my fitness plan be, 17 year old guy 5'10 180 pounds, cardio

or build muscle? I'm a little bit overweight and want to get to about 150-160 pounds, I want to become physically fit and healthy. I have a good physical build, but I have a little bit of fat everywhere, but it looks like a muscular build? idk how to explain it, but what I'm asking is if I should just work out to build my muscles first, or do cardio to lose the fat, or both. I eat pretty healthy of about 4-5 small meals a day with lots of water and no junk food, I've actually been losing a lot of weight recently I weighed about 195 maybe 3 weeks ago *shrug*. Right now I go to the gym maybe 3-5 times a week for about an hour each time and just working out muscles, other than that my lifestyle is pretty sedentary. Should I be trying to do cardio or bulk up to reach my end goal of being fit and losing fat and gaining muscle :D any help appreciated.
