what can cause a snowmobile to not filter gas through?

i have a 1989 ski doo citation and i recently put in a new motor and new fuel filter. i replaced all the old gas lines including the line going into the tank. i used the old filter on the end of the gas line inside the tank because i assumed it was still good. i cleaned the carb to the best of my ability and put it back in. once i put everything back on i am unable to get gas to filter all the way through to the carb it gets almost to the carb and then stops. im not sure if the line are to long or so much sag but i dont wanna cut them shorter if thats not the case. i know the engine runs because if i pour gas straight into the carb it starts first pull. any ideas?

Replace the flitter that you thought was good and double check the line and see if you see any leaking gas

make sure the vacuum line to the fuel pump is hooked up & not cracked. change the fuel filter or blow thru it to be sure its not plugged
