The question is not self-explanatory at all! What do you mean?
Do you mean 99c as anything over 99c you can use paper + coins and therefore only need to use coins up to 99c.
Do you mean that the minimum that can make up the "amount" is the most.
eg 99c can be made up by 1x50, 1x25, 2x 10, and 4 x1 = 8 coins. It can also be made with 99 coins ie 99 pennies. Do you mean that in this instance 99c = 8 coins as that is the minimum that is required, and you want the value where the "minimum" is the most? It is 99c by the way!
Then you have different currencies with different denominations.......
