Tumble dryer has nowhere to vent?

The tumble dryer in my parents house is below my bedroom and has nowhere to vent. The walls in the kitchen and my bedroom windows literally are covered in condensation with water running down them. I've asked my parents if theres something they will do and they won't. I'm asthmatic, and sleeping in the room with all the moisture is really playing havoc with my breathing. It is a UK Council House, is this something the council would do? Alternatively could I hire someone to make a hole in the wall to vent it? If neither of those are an option would a dehumidifier make any difference?

Any advice would be hugely appreciated.
 
Tumble dryer venting kits are available for less than £10 for this very purpose. Try your local B&Q or they are available on EBay
