stationary bike for toning legs???

i'm 16. and I'm about 5'1 and weight about 50-52 kg. I have a pretty toned stomach and a lil bit toned in my arms. My legs are pretty muscly and toned when it comes to my lower legs but when it comes to my upper legs their pretty saggy. I used to weight 55 kg last yr and used to weight about 58 kg when i was 14. Yeh i've lost weight so I am trying to toned my body especially my legs cuz their a bit fat or saggy? I bought a stationary bike for me to use for my legs. How long do you think til I see the result of it based on my height and weight? and for how long should I do it everyday?
