Starchoice Remote Programing?

Im trying to program my starchoice remote to my new tv. I held the TV button until they all blinked but then nothing happened after that. We have already programed it to one of our old tvs but i don't remember how we did it... help? Remote URC551 TV: Toshiba 55ht1u

The new remotes program a different way. You need to hold Enter and Mute until the device lights blink in rotation, then enter the code.
