In that range i would Suggest you to buy SGS2 or Nexus prime(Upcoming mobile) in there two mobiles you have mentioned Htc thunderbolt is better by seeing its specs and overall performance .. If you are buyin Xperia Play to play PSP games on it ... DOnt .. Coz very less PSP Titles are available for the device and the overall gaming experience is not good (I have used it myself) .. HTC thunderbolt is a gr8 device.. One of the best selling android device till date ..
