One of my minor skills [Destruction] seems to be frozen at 29. The level bar will not move, no matter how many times I cast the spell [which was about 22 times per game hour]. Will training or a skill book allow me to unfreeze it, so to speak or would the skill just be frozen at 30 instead of 29? I've already searched http://www.uesp.net/wiki/Oblivion:Glitches but there was nothing specific for PS3 users. Also, my PS3 is not connected to the internet so I couldn't update the disc even if there were one.
