The civil war has already started. Many Mexican Aztlan militants are actively aiding Obama's secret militia forces in their war against "rogue white militias." However, it is likely there will be no amnesty since there is talk of giving Aztlan back to the Mexicans. But most likely the Obama government will continue giving massive amounts of aid to this new entity.
