enforcement . . .? This question is in regard to the thousands (or hundreds of thousands?) (or millions?) of persons who occasionally upload/download something that is copyrighted, using torrents.

By "occasionally", let's say anyone who currently averages between once a week and once a month.

My questions are...

1) Very roughly speaking, how many people in the U.S. would fit this definition of "occasionally"?

2) Very roughly speaking, what percent of these occasional copyright infringers are tracked by observers [internet service providers, corporate legal departments, public law enforcement agencies, or other concerned organization]?

"Tracking" here means that an organization identifies them by name and physical address, and collects at least some evidence of their illegal activity.

Less than 0.01%?
0.1%?
1%?
10%?
More than 10%?

2) Very roughly speaking, what percent of those who are tracked, are contacted by corporate representatives or law enforcement personnel?

Less than 0.01%? 0.1%? 1%? 10%? More than 10%?

3) Very roughly speaking, what percent of those who are contacted, are subsequently fined, sued for damages, charged with breaking the law, or otherwise drawn into the "due process of the law"?

Less than 0.01%? 0.1%? 1%? 10%? More than 10%?

4) Are there any authoritative sources for answers to these questions, or are the answers pretty much just guesswork?
