Question about Verizon 2 year phone contracts.?

Does anyone know why you aren't allowed to buy a new phone when you have a 2 year plan with Verizon, without using an upgrade or paying for retail value? Wouldn't companies make more money because people will be buying more phones off the carrier? Instead of being stuck with the same phone you've had for 2 years. Also, because if you recently just bought a smart phone, they get outdated after 5 months on average. I think you should be able to buy a new phone as long as you are on a 2 year contract.
 
You can buy a new phone you just have to pay the full price, I'm not sure why they do it..

Like the iPhones, they come out with a new one everyear, so it sucks that if you want the new one you have to pay full price. With a two year contract the 32GB is $299, but if you already have a contract you have to pay almost 700 dollars which I think is ridiculous also..

Sometimes you can get a partial upgrade, its not too much but its something.
