Nokia c6 or Samsung Wave 533?

I was visiting india, and wanted a phone that didnt require a data plan, because my current phone needs data, my bill is a little high..
I am trying to take off my data.... I want to know which phone is better ? The c6 or the wave 533

And tell me if they need a data plan... i am pretty sure the c6 doesnt need data plan, but what about the wave
