My iPod Touch 4th gen won't finish its update to iOS 6.1?

I just tried to update my iPod touch to iOS 6.1 and it updates to only about 1/8 of the download bar, after which it shows the loading thing that appears when you shut it down, then goes back to the apple sign with the update loading bar beneath and the process repeats again. It's been that way for around two hours already. What's happening, and any suggestions to the problem? My iPod isn't jailbroken or anything, and everything was normal before i began updating it.
By the way, I'm not updating my ipod from my PC, Mac, or anything. I just chose the update software option on the settings menu of my ipod touch.
