Making a new plan with Verizon because old phone broke and I have no upgrades?

So me and my girlfriend got in a pretty big argument the other day, i got mad and threw my phone and now the screen doesn't work anyone on it, like half of it is just white and the other half it black and has a lot of white lines on it. I want to upgrade to an iPhone, but on my Verizon account I don't have any upgrades. At target I can get a 4S for $99 with a new 2 year plan. Sooo...would I have to cancel the current plan that I have and then spend the $99 on the phone plus however much it costs to have a smartphone plan? And how much would it cost to cancel the plan then get the new one? So basically what do I do to get the iPhone with a plan? and how much would it cost total?
 
Well sort of, you MUST still keep paying your old contract, or pay you "early termination fee". Your ETF is in the contract you signed with Verizon if you look.

You might just get your screen fixed at radio shack, and a new "calm" & "sane" girl friend while your out shopping.
