Looking for a place to live in DC but can't spent over $1400/month. Any suggestions?

I recently got a job at the NIH in Bethesda but I would really like to live in DC. The only issue is that I am only looking to spend $1400/month tops and I would like a 1-bedroom apartment. Is this feasible? I am moving with my boyfriend, so we would each contribute 700/mo towards rent. Any areas to avoid? I've heard eastern DC is not the best place to live, but is that ALL eastern DC or just some parts like Anacostia?
