ISPs in Seattle that don't throttle BitTorrent?

Hello! I'm hoping to move to Seattle in future, but I'm very concerned that the only real ISPs available there seem to be Comcast and Qwest, both of which throttle BitTorrent users. Now, before anyone lectures me and says I'm "Stealing," I'm not. I download videos made by users in an online community (student films, amateur animation, etc.) I'm on Time Warner now in California with no problems.

If I move to Seattle are there ANY good broadband providors that don't throttle traffic? DSL is ok too. Any suggestions from anyone living in Seattle?
