Is there a way to transfer download URL's to a torrent file?

I keep trying to download this file but every time I try it either pauses and stops or it will say interrupted, and i have to download it again, which I do but it just keeps stopping and i can only download the file so many times till they block me from the server for a day. Help anyone? btw im using Google Chrome 15. And Firefox dosent work. (and dont say use IE i cant even start it)
No the file im trying to download is a WMA file, not a torrent file. Im trying to see if theres a way to make the download like for the wma into a tirrent

utorrent will open the torrent url and download the file from the url
