Is my Volkswagen Beetle is 1300 or 1302 ?

My brother have a 1971 Volkswagen Beetle. According to its papers it is 1302L and has an 1200cc engine. But it has elephant tail lights and wide turn lights like 1303's. Also its spare tire is vertical like standard beetles.

Its chassis number: 1112340147
Engine number: AD106471 ( This code is for 1600 I think)

I'm a bid confused

The AD engine code is a 1600cc type 2 (bus) number.
 
That's weird. Vertical spare indicates a Standard Beetle, not a Super. Elephant tails indicates 1973-up Beetle/Super (non-1302), but the VIN is October 1970 (71 model)
Perhaps a VIN swapped car? Anything could have happened in all this time. Check the VIN in all the places it appears and see if it's the same.
