internet wont connect to browsers or msn, but connects to torrents?

ok so my laptop is having some issues and i dont have any system restore points set.
the issue is that i can connect to the internet fine and be able to download torrents already on my computer.
but cannot connect to ms or google chrome or IE.
i have work offline checked off

how can i fix this?
