...or Japan? England has more strict pollution laws than the US and Japan, so thats a plus when getting it checked, what could be some other issues?

My cousin actually brought back a Renault for me. A seller was asking equivalent to $200 cash for it (it was a super clean 1974 Renault 15 coupe, which can't really be found in the US). He said they just checked the title and made sure it wasn't stolen. They also started the car and made sure it didn't smoke. As long as the car isn't hot and it isn't polluting, you shouldn't have any trouble. Another important thing you should know is that many foreign models had lenses that aren't the same as in the US, for example many have red lenses on the front instead of amber. When you decide to purchase a car, find out what the differences are between them and make sure it's street legal in the US. Just have the seller put the original parts in the trunk (it's wise to keep all the original parts for the sake of value) and put the US parts on the car.
