How to transfer from iPad through iPhone, without having to buy/purchase the games again?

I have done it before, just transferred the Sims Free Play from my iPad to iPhone. I don't remember how but somehow I have done so. It remained the same but updated.
- Does it have something to do with the iCloud?
I would like to transfer Restaurant, Bakery, Nightclub & Zoo Story. As well as, Design, Fashion City, Sweet Shop and Pocket Potion.
Can I use the same apple id acc or can I do so if I change it?
