how to fix Fog Lights in a 1998 Jeep Grand Cherokee?

as the question says the fog light in my cherokee does not work the light bolts are good as well as the fuses,
what tells me is something internal underneath the dashboard that needs to be fix why would i think this a few days ago i had just about the same issue with the directional lights the problem was the fuse delay located underneath the dashboard

please guide me in this one
