how to download free ringtones?

I wanna know how to download free ringtones (no hidden fees or anythinglike that)
and i want to be able to send the ringtones to my phone as a picture message because i dont have an internet phone and going on the web broswer charges me money and i also dont have a cord to plug my phone in to my computer either and ive been looking for a good site forever but i cant find one please give me a reasonable answer

You can not send picture messages to a phone that does not have internet/data. The data is what sends your phone pictures.
