how do you get the right size of bike?

my inseam is 32". If I have the seat raised up so I can comfortably pedal and extend my legs the right amount, then I have trouble touching the ground when I have to stop
 
you ask the guy in the shop then swe him for not being helpful.

You should NOT be able to touch the ground with your feet & be on the saddle (seat) at the same time. When you come to a stop, you should slide off the saddle & straddle the bike.

If the saddle is too low, your legs can not extend far enough to provide the proper power. This may also cause leg (muscle) cramps. With the ball of your foot on the center of the pedal & in the 6 o'clock position (down-stroke) there should only be a slight bend in the knee.

You should not be able to touch the ground when you stop. When you go to stop stand on the pedal and step down.
