How can I find out if my batteries are really being charged?

I bought some rechargeable AA and AAA batteries on eBay (hong kong). I charged them with my Energizer 15 min charger but using my Radio Shack Analog batteries tester, they are not charged fully. They have about 65 % charge on them after leaving it on the charger for a couple hours. I want to know what I can use to get an accurate reading of the amount charged.
