Help to spicing up my uniform?? :) Gossip Girl style?

My uniform consists of http://www.rjmccarthy.com/estore/eStore_2.aspx mccarthys white polo shirts, or burgendy polo shirts, a blue vest, i have shorts, and i dont wear the pants or the sweaters. My school doesnt let you wear scarves or design tights, but i still do.
Please help me fashionalize my uniform to be more blair , and serena like in gossip girl. Im not rich but id love ideas . PICTURES WOULD BE GREAT!!

1. Hair accessories! Try something new.
2. Jewelry. Funky, fun, colorful. Maybe even sentimental.
3. Bag/Backpack. Functional first! Then unique.
4. Shoes! Don't forget laces and socks too.
5. Colored t-shirts under polo's will always work.
6. Belts. Keep it fun and simple.
7. Nail polish. Doesn't have to match.
8. Don't worry about matching too much.
9. Making things yourself is always fun and lets you be creative.
