Full speed browsing, extremely slow torrents.?

I have a 1 Mbps connection. I get 120-130 kB/s download speed, but my torrents are slow, around 10kB/s. Does anyone have a solution to this problem?

Before answering keep in mind the following:

- I use bittorrent and lately I've been trying on both Bittorent and utorrent.
- I use port forwarding and my port shows forwarded correctly
- I've tried all tweaks I could find on the internet for increasing bittorrent/utorrent speeds
- My connection speed as per speedtest.net is 1.09Mbps download and 0.23Mbps upload.
- My upload speed limit is set at 1KB/s
- I use Windows 7 Ultimate 64-bit on a Intel Quad core.
- All of my applications give 115-130 KB/s except torrent clients
- I use the best health torrents.
- Even if I download several torrents at once the speed hardly goes up to 40K.
- My download speed is set at unlimited
- I've tried completely uninstalling and re-installing my torrent clients.
- I've tried fixed IP and automatic IP and DNS.
- My connection is DSL.
- Same ISP same package on my other line fixed to another machine gives same speed (110-130K) at browsing and torrents.
- I've tried net bind IP in advanced settings of bittorrent/utorrent.
- I've outgoing protocol encryption enabled.
- I've changed ports several times and also tried randomizing ports.
- I've Ip filtering enabled
