Because my family is now very tight on money we had to drop our premium unlimited plans from Sprint and go down to soething cheaper. I persuaded my dad to get Boost Mobile, so now I'm here with the Kyocera Hydro (the cheapest android phone Boost has). I loved the HTC UI I had with my last 2 phones.

My question is what is the easiest and safest (non-rooting) way to replace the UI of the Hydro with Sense. Better yet if it's possible how can I replace the entire system to mimic HTC?

you can install a launcher. a launcher is an app that change the environment.
the best launchers i think are "go launcher" and "adw launcher". there's many others too.
you may find them with a simple googling. and i think there's htc themes for these launchers.

but i also suggest you to root your phone and install a new nice rom like syanogenmod or miui.
