Does Volkswagen put Rev Limiters in there cars or does every car company install Rev Limiters?
 
This limiter is not exclusive to Volkswagen. Nearly every automobile manufacturer has included both RPM limiters and top speed limiters in their car ever since the ODB2 computer came out.

The RPM limiter is installed so they won't be making warranty repairs from idiots ignoring the maximum recommended engine RPM. Are you one of these people?

For one thing many armatures do not understand that a stock automotive engine horsepower and torque follow a curve that will rise and fall over the entire RPM range. Most engines make their peak power well below their maximum recommended RPM. For example an engine may make its maximum power of 300 horsepower at 4500 RPM but only make 250 horsepower at 6200 RPM, redline. So pushing an engine to redline is rather pointless. You should be shifting well before this for maximum acceleration.

The top speed limiter is usually set to just below the speed rating of the factory installed tires. This is to avoid the liability from idiots driving faster than the maximum recommended speed of the tires.
