if i just want to watch a 700mb avi movie, could i be able to burn it onto a blu-eay dvd then watch it on my tv thru the blu ray dvd player?

You can put any kind of data you want to on a writeable Blu-Ray disc. But it needs to be in Blu-Ray video format if you want a Blu-Ray player to play it.

Note: I know there are some DVD players that can play non-DVD video formats, so it's logical to assume that there are some Blu-Ray players that can do the same thing. However, they're usually really picky about the formats they'll play - just AVI isn't enough; you probably also have to have the right codecs for video and audio, and the right resolution, frame rate, etc...
