My dad got a new boat and when he test drove it the sound system sounded awesome. But we tried listening to it without the boat on in our garage and we could tell the amp wasn't powered on. Does the motor need to be on for the amp to be on?

It is run from the battery. The boat motor alternator powers up the battery by recharging it.

yeah or at least the accessory needs to be turned on because the amp is powered by the battery and the alternator powers the battery.

usually an amp - regardless of what it's installed in - is powered on whenever the HU is powered on via the HU's remote turn on lead. However, it's possible the remote trigger for the amp was connected to the key instead of the HU remote lead so you would have to have the key on (but not the engine running) to turn the amp on.
