Do parakeets scream when they are cold. ?

I have two parakeets. They are very rarely quiet. They do not chirp that often but scream. I've done everything to move them, feed, water, and clean the cage. Nothing works. I got them from another person so they were never worked with that much. We have dogs and when I take the birds out, the dogs try to get them and the birds end up flying away. I don't know if I should keep them or get rid of them.

Yes, your dogs are stressing them out big time. You are taking them out which makes them feel like your offering them for food to those big hairy monsters.
