Do all blue ray players play regular dvds too?

I'm shopping online for one. I've heard that they do, but, some listings specifically say "blue ray and dvd".
 
Yes. The different between blu-ray and DVD is that blu-ray use a much "finer" laser to read data off of the disc (which is compressed much more closely than a DVD's data). That's how blu-ray discs have a higher capacity.

The "tighter" laser of a blu-ray player can read blu-rays like its designed too and also read the larger notches in a DVD's data layer, but not the other way around.

Blu-rays are based on the same technology as DVD's, just that the data is encoded much smaller on the disc and the wavelength of the laser is much smaller, allowing greater precision for reading/writing a disc.
