well no. The attorney general enforces laws and advises the president. In other words the AG does not work for the president, but for the people. If the AG has reason to believe that a law is unconstitutional it is his call to seek to enforce it or not. It is the same way that a state attorney can chose not to prosecute a crime due to lack of evidence
