Can the antagonist wanting to become a king or dictator not be cliche?

How so? It seems to make sense to me that taking over a government is what a big bad would want to do.

It's not cliche. Who wouldn't want to be the ruler of the universe?
I mean, you can't have an antagonist, and his life goal is to rid the world of tulips, or something stupid like that. Domination is a simple, evil plot. End of story.
