You have two distinct questions!
a. self-fullfilled prophecy -- is an event due to arrive whether it is stated or not. In this case
it is stated. Example: sooner or later USA will retreat from Irak! This will happen whether or
not it is stated official or by a prophet or guru.
b) Negative outlook produces feared outcome. The human being moves with emotions and
feelings -- if you think "negative" then you tend to make negative decisions and act accordingly
therefore the outcome is affected negatively -- i.e. feared outcome...the negative/bad outcome.
