Can I still make an Emergency call with my iPhone if it isn't Activated?

I'm thinking about deactivating my iPhone and just using skype on it. I know that I can only make calls with my iPhone through skype if I'm on WiFi; but am I still able to make emergency calls if it's not activated or on WiFi?

Yes you can emergency calls

Any cell phone that's charged can call 911.
