Can i connect a blu-ray external hardrive player to a dvd player?

Im planning to buy an external hard drive blu-ray player and im thinking if i can plug it to a dvd player that has a usb cable port so i can watch it on my hdtv? Will it play the blu ray cd? 2nd question: can i also plug in on my laptop? I hear people who say they convert it or upgrade it to something. I just want to watch my blu ray cd on my laptop and HDTV (via dvd player w/ usb cable port) Is that possible with just a blu ray external hard drive? Thank you.

An external hard drive & a blu-ray player are two different devices, so I am confused about what you are seeking to purchase. Also a DVD plyer cannot play blu-ray discs, you need a blu-ray player.
