I am in Virginia, and I found a bike for sale that I really like, but the title is not in the name of the current owner and the bike is not registered (no plates, no insurance, no inspection). However, the title is already signed. My question is - is it safe to buy, and if so, what are the steps to get the title transferred into my name.
Do I need to have the seller go with me to the DMV before I pay, or is it safe to pay and go to the DMV alone? Hope I have described the situation clearly. Thanks in advance for answers!
