Burning smell coming from heater vents HELP!?

My house has a fairly new heat pump. Every so often I smell a very strong burning wood smell coming through the vents. It's so bad it's woken me up at 3 a.m. and my eyes are burning and my home smells like it's on fire. My landlord refuses to allow me to hire an hvac person. He says he has hvac experience, that the unit is fine and I'm just imagining things. This is not possible since I am not the only one in the house who smells smoke. Then he says the heat pump is pulling smoky air from outside and blowing the smell inside but it's "totally harmless." I do live in an area where a lot of ppl burn wood etc. I called the fire department and they said someone was likely just burning leaves nearby. They did not even approach my house let alone look inside.

Nobody will help me and I am at my wits end. I can't sleep. It's effecting my performance at work. I'm scared all the time. I can't afford to move. This has been going on for months WHAT IS THIS?

NOT BURN OFF AND MY FILTER IS NEW.
