Easy enough, but replacement is more likely. Also, don't forget that the f650cs is likely to be ridden hard.
My advice would be to no get hung up on miles - it's only an indicator of condition. You already have an opinion of that.

...4,000 how hard to disconnect odometer? after talking to owner and looking closely i don't believe the odo. reading, is the odometer easily disconnected on this bike? any input would be greatly appreciated
