BMW brake problem on 2001 330i?

Relatively new owner of a 2001 330i. Bought the car because I got tired of putting highway miles on my truck. Now I'm in love with the car and hate my truck. Anyway, it had a shimmy/shudder felt in the wheel at freeway speed when applying the brakes hard, and the car surged from about 10 mph to stop, like I was feathering the brake coming to a stop. Didn't feel any of it in the pedal, but more in the wheel and overall car. Had front brakes done by a very respectable but high priced local mechanic. Still felt it in the rest of the car, so I had the rears done, too. New rotors/pads all the way around. It's still there. Tires balanced, and now they think it might be a tire (Continental ContiTouringContact CV95) out of round. I am skeptical. What do you guys think? They suggest Michelins, of course. I use the car for commuting, and don't want to spend a fortune on tires, after spending what I think was a fortune on brakes, especially if that's not the problem. Kind of stuck here.
