Ares Won't Connect Please Help!?!?

My P2P programs wont connect. if you can help please do. any Advice would be Greatly Appreciated .
I've tried disabling the firewall and the program is ares it says connecting and wont connect i had it in my computer before and it worked perfectly then i reformatted my computer and when i downloaded the program and ran it it wouldnt connect but it works on my cousin's computer so i know its my computer and not the program or the router .

somtimes P2P programs will be locked by your router by default. but also anti-virus and firewalls can block them too, i'd suggest looking through all of them to make sure nothing is blocking it first
