ARCTIC P311 Bluetooth Stereo Headphones problem.?

So I ordered these off of Amazon.com, I got it, and when I plug it in to the computer to charge, the computer can't find it, Bluetooth is not in my system tray, and I don't know if I even have Bluetooth on my computer. I tried searching it in the start menu, and I see a Bluetooth folder, and some files and nothing else. When I plugged it in, nothing installed or anything. I know it can be used for computer because in the manual, it says, "Use P311 with Skype (Windows 7)".
My specs are:
Model: p6674y
Processor: AMD Phenom II x4 830 ~2.8GHz
Memory: 6144 MB RAM
Also, I have Windows 7 64-bit
