Android Offline Access to Mail, Contracts, et al?

When an Android phone shows "No Network Access" or "No Service", can the Android user
1. Read and compose replies to mail downloaded earlier; i.e., to send when service is reestablished
2. Access contacts locally, whether phone, email, messenger or other
3. Access and update calendar entries
4. Receive alarms and alerts related to Calendar entries downloaded to the phone

I have heard that some phones, notably Motorola, cannot do this and that others, LG, can. Before jumping into an Android phone, I would like to clarify this issue.
