I saw a handheld electric blower on a shopping site that says it has dust bag. This is not a hair dryer. Since it just blows away dust, what is the use of dust bag? How can one use the dust bag?

The heater in our 1994 nissan quest stopped blowing briefly twice before and now it has seemed to stopped blowing for good. How do I check to see if the heater blower needs to be replaced?
i have a 91 civic and the blower motor does not seem to be working. i know that the blower motor is not bad because i pulled it directly from the same car with it in tact. None of the fuses are blown. i am really stumped on this. any help would would be much appreciated.
